The Forum promotes the development of a democratic civil society and private enterprise in Russia by enhancing the effectiveness of funder activities through networking and cooperation, information sharing, and collaborative initiatives among active grant makers. The Forum includes representatives of private foundations, bilateral donors, international organizations, governmental assistance agencies, and technical assistance implementers. It was founded in 1996 and now includes organizations interested in economic reform, human and civil rights, environment and health issues, education, culture, and legal reform.
