In order to support democratic and market reforms in Russia, Japan provides the following technical assistance: New projects of technical assistance, Training visits of Russian specialists to Japan, Sending Japanese specialists to Russia, Implementation of the Programme of assistance to Russian foreign trade and industry (Hasimoto Plan), Intellectual assistance, Opening of Japanese centers, Establishment of Regional Venture Fund, Assistance to local administration reforms in the Russian Far East.

Japan International Cooperation Agency
Japan's Official Development Assistance (ODA) funds projects in Eastern and Central Europe. Assistance is given to projects that: 1) pursue environmental conservation and development in tandem; 2) avoid military purposes or aggravation of international conflicts; 3) strengthen international peace and stability; and, 4) work toward democratization, market oriented economies, and basic human rights and freedoms. There are three main categories of assistance: 1) Bilateral Grants (Grant Aid and technical Cooperation), 2) Bilateral Loans (Loan Assistance, generally known as "Yen Loan"), and, 3) Contributions and subscriptions to multilateral donor organization.

Japan-Russia Youth Exchange Center
The Japan-Russia Youth Exchange Center organizes exchanges between Russian and Japanese young people to study political issues, economy, culture and social life of both countries. The Center promotes Japan-Russia relationships in science and culture.

Japan's assistance to Russia provides appropriate assistance to Russia's self-help efforts for reforms. Japan provides assistance with the following aims: 1) developing a stable base for accelerating the reforms for democracy and a free-market economy; 2) meeting the real needs of the people; and, 3) ensuring the optimal effect by closely communicating with Russia, coordinating with primary donor countries and international organizations, and taking follow-up actions when required.

Technical Secretariat on Cooperation for the Elimination of Nuclear Weapons Reduced in the Former Soviet Union
Current focus includes assistance in nuclear submarine dismantlement, liquid radioactive waste treatment and plutonium disposition.
